Join our contracts team to collaborate and work with the contract specialist, technical proposal management and other pricing specialists in the preparation of timely, accurate and complete cost proposals. Review contract proposal solicitations (RFP/RFO/IFB, etc) to determine cost proposal requirements, and develop cost and pricing strategies, and proposal materials in accordance with customer instructions, SwRI policies/procedures/cost accounting standards, and government cost estimating regulations. Coordinate proposal efforts with other departments to ensure accuracy and completeness of cost volume material and supporting documentation provided in response to solicitations. Work with the contract specialist and Technical Division Proposal Manager in contract negotiation with clients with regard to explanation of cost volume material provided in the proposal. Utilize cost and pricing-specific software as well as MS Excel-based templates and formats to generate accurate, and responsive cost proposal data and reports. Prepare ad-hoc requests for cost and pricing/budget information as requested by management or technical division staff to assist in the management of existing programs. Create, modify and maintain various cost and pricing models/templates as SwRI business factors, government regulation or customer requirements change.
Requires a BS/BA degree in Business or related field; other degree fields may be considered with related industry experience. Must have 1-5 years of experience. Must have at least a 3.0 GPA. Ability to communicate with all levels of Institute staff including Senior Management is required. Proficiency in Microsoft applications including Excel, Word, Sharepoint and Outlook is required. Must have strong mathematical, logical and analytical skills. The ability to organize, prioritize, and complete multiple efforts under tight deadlines is required. Will be expected to independently perform routine tasks and solve problems with minimal supervision in a highly coordinated, team environment. Must have a high degree of accuracy and attention to detail. In addition to the above, a familiarity with Government Cost Accounting Principles and the FAR, familiarity with DCAA federal acquisition regulations related to cost/price compliance and reasonableness is preferred. Experience in RFP interpretation, project estimating, and management/technical briefing, analyzing and interpreting contractual document language as it pertains to cost proposal requirements and cost volume presentation, ability to develop specialized templates in accordance with RFP requirements is highly desirable. Knowledge of contract types including firm fixed price, cost reimbursement, time and materials and indefinite quantity/indefinite delivery (ID/IO) is preferred. Experience in advanced budget analysis and development; experience with government cost accounting and contractual document/business agreement review and interpretation is desired. Experience with complex spreadsheet structures and report presentations is required. Must be highly proficient in Excel with an emphasis on advanced-level spreadsheet modeling and analysis. A working knowledge of ProPricer is desired, but not required. A valid/clear driver's license is required.
