The Senior Quality Business Manager – Implementations is responsible for the coordination and completion of projects across Quality Department. An employee in this function has achieved certification in project management or has ample work experience to suffice. Provides subject matter expertise in areas including project scope definition, risk identification, project methodology, resource allocation, facilitation, and other areas of expertise based on established project management techniques. Ensures projects are completed on time and in scope. Requires superior communication skills with an emphasis on presentations to management and senior leadership on project updates, expected results, and recommended next steps. Functions as liaison to Sr. Leadership. Analytical skills required to analyze project outcomes and make appropriate recommendations to improve project processes/outcomes. Mentors team members and ensures collaboration across cross-functional teams.

Primary Responsibilities:

1. Define/Manage Project Scope

  • Lead or contribute to the development of program or project scope statements, in consultation with applicable stakeholders (e.g., program/project charter, Statement of Work)
  • Provide leadership, guidance and mentoring with Quality Improvement Process Implementation delivery model and service offerings
  • Ensure alignment and understanding of program/project scope and objectives with the organization's strategic objectives and the Voice of the Patient and internal clients, in consultation with applicable stakeholders
  • Raise awareness of any misalignment or misunderstanding of project scope and objectives with applicable stakeholders
  • Ensure all impacted areas are identified, and appropriate resources are engaged to participate in the scope definition process
  • Ensure project scope, requirements and approvals comply with current governance guidelines and methodology
  • Monitor scope requirements and identify scope-related gaps and issues
  • Ensure all project dependencies/linkages are identified (e.g., inter-departmental activities, hardware, timelines, regulatory due dates)
  • Obtain agreement on project scope from applicable stakeholders, and ensures that requirements sign-off is obtained
  • Ensure that all project deliverables and success criteria are identified
  • Manage/support project scope and objectives throughout the project lifecycle, as needed
  • Establish/implement/comply with change management processes to drive effective project execution

2. Project Management

  • Develop project plans around identified project duration, effort, sequence, and dependencies of tasks required to meet applicable project objectives
  • Work with resource managers to drive the identification of the skills, duration and effort required for successful project execution
  • Obtain agreement from applicable stakeholders on schedule, time management and resource plans
  • Provide project direction and performance feedback to the team or their leadership throughout the project, as appropriate
  • Ensure that schedule and resource changes are aligned with project scope, objectives, constraints and risks
  • Ensure seamless transition from project implementation to the business
  • Ensure that all project deliverables are in compliance with applicable standards and regulations (e.g., data security, Joint Commission, CMS, HIPAA, NCQA, HEDIS, federal/state regulatory requirements)
  • Manage/ensure proper release/deployment/functionality of the project (e.g., postimplementation testing, auditing, reporting)
  • Ensure controls are identified and operationalized to allow benefit tracking and reporting
  • Identify root causes of substandard project outcomes and recommend appropriate resolutions
  • Define/implement appropriate actions to drive process improvement going forward (e.g., repeatable processes, feedback loops, cross-project improvement opportunities)
  • Ensure that new/revised business processes/procedures are documented/updated/approved, as needed
  • Identify/prioritize potential risks/issues in a timely way throughout the project life cycle
  • Review/monitor project progress and outcomes throughout the project lifecycle to identify emerging risks/issues
  • Develop, document and implement project communication plans (e.g., stakeholder communications)
  • Manage/coordinate communications among all applicable stakeholders
  • Develop/maintain definition of project roles/responsibilities, and communicate to project participants (e.g., RACI matrices)
  • Establish, develop and maintain effective relationships with applicable project stakeholders
  • Define/implement appropriate actions to drive process improvement going forward (e.g. repeatable processes, feedback loops)
  • Ensure that new business processes/procedures are documented/updated/approved as needed (e.g. SOPs, process flows)
  • Recognize/celebrate project team contributions throughout the project
  • Resolve conflicts among project participants using appropriate influence techniques, escalating to others as needed
  • Demonstrates superior leadership skills in both communication and behaviors
  • Develop, monitor and maintain departmental templates, tools, standardized service offering communications, etc.
  • Successfully execute the senior leadership communication plan and deliverables
  • Mentor team members leveraging your project management knowledge and experience to assist the team in elevating levels of service and execution
  • Ensure adherence to project budgeting strategies and cost management plans
  • Ensure adherence to established financial close procedures and governance guidelines
  • Establish/apply quality objectives, criteria, standards and levels using appropriate quality management methods, with input from applicable stakeholders (e.g., key performance indicators, scope definition)
  • Other duties as assigned

Required Qualifications:

  • Bachelor’s degree in Informatics, Finance, Business, Healthcare Administration, or a related field  (4 additional years of comparable work experience beyond the required years of experience may be substituted in lieu of a bachelor’s degree)
  • 5+ years of experience in operations in large, matrix healthcare environment 
  • 5+ years of project management experience
  • Proven ability to successfully conceptualize an initiative, develop a plan and execute the plan through implementation
  • Advanced experience using Microsoft Office applications 

Preferred Qualifications:

  • Certified Lean Six Sigma Green Belt (LSSGB)
  • PMP certification
  • Experience in maintaining motivation to accomplish goals under stringent timelines 
  • Ability to interact one on one and consult with all levels of executive management
