REPORTS TO: Executive Manager of Administration

WORK LOCATION: Currently - Seguin, Texas; relocation to New Braunfels in 2023


The Human Resources Director is responsible for the planning, implementation and administration of strategic and comprehensive programs that continuously develop the success of the Guadalupe-Blanco River Authority (GBRA). This position develops and leads talent recruitment and selection; total compensation programs; learning & development, performance systems and strategies; policy development; organizational design; employee relations and safety.


  • Ensures the development and implementation of human resources policies, programs, and services including talent recruitment, selection, retention, legal compliance, total rewards strategies, employee relations, learning & development and risk management programs
  • Ensures consistent and equitable administration of, interpretation of, and compliance with board policies, administrative regulations, state and federal laws and regulations relating to human resources
  • Oversees the development, implementation and analysis of employee benefit strategies, programs and policies to support organizational goals and legislative directives; leads efforts in the review of overall plan designs to include cost, cost containment, trends, future cost projections and program effectiveness
  • Provides vision and leadership to the various components of learning & development throughout the organization in order to maximize organization performance, operational effectiveness and the achievement of strategic objectives
  • Provides counsel and support on issues relating to staffing, classification and compensation, benefits, employee learning & development, conflict resolution and safety issues
  • Develops and implements programs on effective and innovative environmental health and safety initiatives
  • Oversees the development and implementation of related policies, programs, and procedures which optimize the health and safety of GBRA employees while ensuring compliance with all federal, state, and local related laws, regulations and safety standards
  • Leads the development and administration of the department budget; develops and implements measures to analyze and improve organizational efficiencies
  • Leads, selects and develops a team of professionals charged with executing business strategy and maintaining operational integrity

  • Performs other duties as assigned



  • Extensive knowledge of the human resources field; knowledge of current principles, practices, and trends in leadership, organizational development and management as they apply to human resources administration
  • Knowledge of trends and developments in the technologies related to human resources
  • Maintains current knowledge and understanding of regulations, industry trends, current practices, new developments, and applicable laws regarding human resources, organizational development and risk management
  • Knowledge of Federal, State and local laws, statutes and regulations as they pertain to areas of discipline
  • Knowledge of principles of supervision, training and performance evaluation
  • Skill in strategic and critical thinking and problem solving
  • Skill in utilizing a personal computer and associated software programs
  • Ability to effectively lead the evaluation, implementation and utilization of HR information systems and technology supporting talent management, organizational performance and core HRIS functions
  • Ability to work in an environment of shifting priorities and tight time schedules
  • Ability to prepare and administer a departmental budget and allocate resources in a cost-effective manner
  • Ability to exhibit high standards of business and personal ethical conduct, leadership, teamwork, positive attitude, initiative and problem solving skills
  • Ability to analyze complex problems, provide alternatives and implement solutions Ability to communicate effectively
  • Ability to establish and maintain effective working relationships with internal and external customers, including Board of Directors, Executive Management Team, contractors, consultants and industry leaders


Bachelor’s Degree in Human Resources, Management, Business Administration, Organizational Development or related field from an institution accredited by a nationally recognized accrediting agency

Preferred: Certified as a Professional in Human Resources (PHR) or Senior Professional in Human Resource (SPHR)

Current valid driver license and ability to remain insurable under GBRA’s vehicle liability policy


A minimum of 5 years of experience managing and directing a comprehensive human resources department
