Sr Technical Subject Matter Expert, Change Management

Position Description
CGI Federal is seeking highly-qualified, motivated professionals to support the Defense Health Agency (DHA) Military Health System (MHS) Enterprise Information Technology Service Integrator (EITSI) program. This critical technical program will simultaneously transform the DHA's existing IT infrastructure, enterprise services, governance, and organizational change management through Multisourcing Services Integration (MSI), while also providing large-scale Global Service Center (GSC) help desk support.

Your future duties and responsibilities
The Sr Technical Subject Matter Expert, Change Management, works within the Operations Management Office (OMO) and supports the definition of a change management process update and implementation plan. This role requires expertise in change management, business process reengineering, business process modeling, project management, and technical knowledge of change management. Provides technical/management leadership on major tasks or technology assignments. Establishes goals and plans that meet project objectives. Has domain and expert technical knowledge. Directs and controls activities for a client, project and/or program, having overall responsibility for financial management, methods, and staffing to ensure that technical requirements are met. Interactions involve client, project and/or program negotiations and interfacing with senior management. Decision-making and domain knowledge may have a critical impact on overall project implementation. Serve as an advisor to senior leadership regarding the technological aspects of the organization. Provide technical expertise to assist senior leadership in shaping and achieving the organization's strategic vision, operational and tactical goals. Performs independent thinking and complex tasks and may supervise others.

Required qualifications to be successful in this role
• Bachelor's degree and ten (10) years of progressive experience/or an Associate's degree with fourteen (14) years of progressive technical and managerial experience demonstrating positions trending toward the required proficiency equivalency desired:
o Minimum of seven (7) years of experience in IA technology or related area
o Minimum of ten (10) years with technical management experience
o Ability to articulate and convey advanced technical concepts in presentations and client meetings pertaining to change management
o Ability to produce high quality transition and technical documentation
• ITIL 4 Foundation required
• IAT Level III Certification required (one of the following active certifications are required to achieve IAT Level III with seven (7) years of experience: CASP+ CE, CCNP Security, CISA, CISSP (or Associate), GCED, GCIH, or CCSP)
• IAM Level III Certification required (one of the following active certifications are required to achieve IAM Level III with ten (10) years of technical management experience: CISM, CISSP (or Associate), GSLC, or CCISO)

DESIRED QUALIFICATIONS:
• A Federal Investigative Standard (FIS) Tier 3 background investigation is desired for this position.
