A. Overall Purpose Of The Job (Brief description of the primary purpose of this position) The Head of Program executive is responsible for the operation of the Veterans Affair (VA) Medical Disability Exam (MDE) program working with our prime contractor client. This position will develop and lead client strategic issues/initiatives, managing client relations and growth opportunities to drive integration between QTC and International SOS operations and increasing value add to the VA and our client. Provides a key leadership role in overseeing VA / QTC program performance and governance ensuring the terms of the contract are adequately met and works with other department leaders to implement organization’s blueprints accurately. The Head of Program will also provide leadership oversight for strategic program direction, changes, and new initiative implementations. This role will be responsible for the delivery of the VA MDE network project and implementation. Project management responsibilities include the coordination and completion of projects on time within budget and within scope. Oversee all aspects of the project. Set deadlines, assign responsibilities, and monitor and summarize progress of project. Prepare reports for senior management regarding status of project. Working directly with internal and external stakeholders to ensure deliverables fall within the applicable scope and budget. Coordinate with other departments to ensure all aspects of each project are compatible and will hire new talent as needed to fulfill project needs. Drive consistency of response and coherence with VA MDE requirements. B. Key Responsibilities (Critical responsibilities and skills of this position, listed in order of importance)
• Expert knowledge of VA MDE contractual requirements with a very strong understanding of International SOS service delivery capabilities as they relate to the VA program.
• Participate in appropriate social, professional, and networking events which assists in strengthening relationships.
• Facilitate development of close and constructive working relationship between stakeholders to ensure that there is open and constructive communication with respect to contract delivery expectations and resolution of issues that may arise.
• Responsible for ensuring and assigning appropriate representation in government and contractor working groups, discussions, and meetings.
• Serve as liaison between organizations, stakeholders, and outside organizations.
• Provide strategic leadership and direction to regional program management as it relates to government relations, engagement, program execution and communication. Ensuring communication with clients and colleagues is professional and meets business standards as well as strategy needs
• Ensure that all projects are delivered on-time, within scope and within budget
• Oversee the development of comprehensive project plans to be shared with clients as well as other staff members
• Interacts with the client to ensure proper coordination and insight is provided between the parties
• Measure project performance using appropriate tools and techniques
• Documenting and tracking project scope, decisions and outputs
• Create and maintain comprehensive project documentation
• Coordinates the organization’s services and resources, liaising with other senior staff
• Ensure resource availability and allocation
• Coordinate internal resources and third parties/vendors for the flawless execution of projects
• Manage project to establish a framework for the collection, data input, analysis and maintenance (including frequency) of network related metrics to include national and provider level accreditation sources and data
• Direct, plan, or implement policies, objectives, or activities of organizations or businesses to ensure continuing operations, to maximize returns on investments, or to increase productivity.
• Capture reporting requirements both as standard runs, ad-hoc requests, and future needs.
• Capture success criteria contributing to International SOS’ project on defining and producing clinical quality metrics for their provider network.
• Responsible for governance oversight management of key contract deliverables and performance. Working globally and regionally with senior leadership reports to ensure that all issues are escalated, tracked, and resolved/addressed in a timely basis.
• To be a key contributor on program changes/modifications (internally and externally) to include change coordination that meets government timelines. To ensure that program management projects are resourced, on budget and consistent with the solution and costing proposals presented to government in our proposals.
• Ensure that user access management and maintenance systems are in place for all team members.
• Overall responsibility for managing project documentation, meeting, and structure.

• 15-20 years relevant work experience
• 8-10 years proven senior management experience in leadership
• Experience within health delivery or related field
• Demonstrable experience in developing strategic and business plans
• Experience of managing/coordinating international healthcare services or similar
• Team and performance management experience at a senior level
• International business acumen and leadership
• Computer literate – with strong capability in Microsoft office tools and Power BI
• Demonstration of project management experience
• Excellent organizational and leadership skills
• Outstanding analytical and problem-solving abilities
• Excellent communication, interpersonal and presentation skills • Required Qualifications (Brief description of the educational background needed to perform the job)
• Bachelor’s degree
• Ideally PMI or other recognized certification in project/program management
